I'm not sure I follow... The 12V battery is charged when you're plugged in to your EVSE and while the car is driven.

Only while the car is actively charging. The car can be plugged in and not charging. In that case, the 12V battery will not be charged either.

Would it be a problem to hock up a pair of daytime running light to the 12v battery?
