Allow battery maintenance power during value charge

Living in Arizona, I plug my car into my L2 charger habitually so the car can run the battery cooling.

When value charging is enabled the car behaves as if it is not plugged in at all until off-peak hours, which is fine for a lot of folks - but it would be really nice if there was an option to allow cooling at all times but wait on charging.

It's all or nothing and this actually wouldn't be crazy to enable in software.

TMS should be active whenever plugged in. Are you sure the TMS doesn't keep your battery below 95F? In winter here TMS will kick in with value charging enabled. I would find it odd that they wouldn't do the same for high heat.

Tested during the summer. With value charge enabled it did not cycle cooling at all. Turned it off and it did.
