EVSE Credit for 2014?

Anyone know if we can take a tax credit for EVSE installs for 2014?

Gov website says yes: http://www.afdc.energy.gov/laws/351

IRS form from 2013 has EVSE http://www.irs.gov/pub/irs-pdf/f8911.pdf

BUT draft form takes out EVSEs http://www.irs.gov/pub/irs-dft/f8911--dft.pdf

Anyone know conclusively and if yes does just buying an EVSE qualify?

I think those are all for business use. The first link was for hydrogen fueling stations.

The only thing I'm aware of - $7500 tax credit for purchasing (NOT leasing) an all electric vehicle.

Rebates for the purchase (NOT leasing) in certain states.

And some states do rebates for installing an EVSE (Illinois is one of those states).

California offers a $2500 rebate for buying OR leasing a qualifying EV (so long as lease lasts at least three years).

It says "The tax credit for an EV charging station is 30 percent up to $1,000 for consumers and 30 percent up to $30,000 for businesses" which sure does sounds like we can take that credit. The tax form from 2013 clearly lists electric car chargers (http://www.irs.gov/pub/irs-pdf/f8911.pdf). But the draft 2014 leaves electric chargers out.

Looks like to me that some folks think there is a credit for 2014 but the IRS is floating a draft form that shows that credit expired.

Oh the joys of figuring out taxes.
 
Certain local power companies and/or municipalities offer cash rebates for consumer EVSE installations (check in your area). Here's the only program I found for Southern California residents:

City of Los Angeles "Charge Up LA!" EVSE rebate: Up to $750.

• City of Los Angeles residents/LADWP customers only.
• Program expires 06/30/2015, or until $2 million fund is exhausted.

My Bosch Level 2 EVSE cost about $600, plus $450 for a local electrician to install about a 60' run of 3/4" conduit. Unfortunately, I'm serviced by Southern California Edison which doesn't not offer any similar incentives for EVSEs.

My parents were able to claim this credit last year and get an additional about $1000 tax credit besides the $4k for buying their C-Max Energi. Since the electrical work that was done was a prerequisite to installing the EVSE they could count all of the electricians bill for the tax credit. They got to claim about $995 as a tax credit for installing their EVSE. That paid for the EVSE (which cost about $600) and part of the installation costs.
 
I believe the tax credit was added back in the December 16 bill called The Tax Increase Prevention Act of 2014 (H.R. 5771), it contains special provisions, rule tweaks, and concessions for many, many, many different constituencies.

Is that $1000 total for the EVSE cost (max tax credit of $300) or is it $1000 max for the tax credit (30% of ~$3000 EVSE cost)?
