Got a new set of snow tires, feels like I have lost a bit more range. Is it possible that because snow tires are better traction "sticky" that is could be the problem?

Yes you'll loose a little bit of range from the snow tires (in addition to being "sticky" they are a bit softer which has a larger rolling resistance).
