ZX5, the three stop lamps are on all the time

My 2003 ZX5 has the brake light problem. The symptoms is : the three stop lamp turn on all the time, then if I press the brake pedal down, the top stop lamp goes off but two low lights are still on. Only the transmission shifted to park, I press the brake down, the three lights go off. The switch behind brake pedal is always connected, which means when I press the brake down , the switch is off. I thought it was wrong but I used the multimeter to test three switch's from dealer, autozoom, advance parts. They are all always connected, so the switch seems OK. I saw the brake wiring diagram for focus, this is not connected when brake pedal is not pressed. I have ti mention I have not seen the ZX5 diagram so not sure they are same or different. I did not find any wire crake or disconnected.

Any idea?

This forum is entirely about the Ford Focus Electric which began production in 2012, and I believe is based (at least) one generation of Focus after your ZX5.
