Ford replied via Twitter that Sync 3 on 2016 FFE will get an update letter this year to fully support Apple CarPlay. Time to catch up with Chevy etc.

have not had that issue with iOS. Had the car under a week. Does the mobile application allow preconditioning when not plugged in or on WiFi? So far the remote start and My Go times do not seen to run AC while not plugged in.

The 200K applies only to US cars and Tesla has stated they will try to maximize the number of people who can get the full rebate. My guess is they will delay hitting 200K US cars to the beginning of a quarter, likely Q2 2018 maybe Q3.
