circle next to the faux grill?

What is the circle next to the fake grill for? is there something hiding behind that?

They call it a "tow eye". Pop the cover off and there is or should be a threaded hole for it.

Except it's not possible to thread the actual tow hook through it, ugh...

There is an inner small hole which is off to the left a little and the socket is way off that you can't see it on the picture.
Why, Ford, why???
