Like I noted above, there's a position dependent resistance for the solenoid. You could get a +/-12V bistable relay (note it stays locked even after the =12V drops to 0V) and set up the required resistances on the pins. If necessary I can confirm the specific pins on the EVCC that monitor the signal. Looks like it's a 1K resistor that's always in line and a 10K that gets shorted in only one position. This should actually be inside the locking solenoid which should be serviceable - they are removable on most of the inlets I've seen. If someone can pull their inlet to see who manufactured it, we can look for a real replacement.
