I see there have been a number of issues of renters and land lords resistance to installing charging station.

If your apartment comes with a single car garage having the land lord install a charging station will likely meet with some resistance. The reason being you are doing something different than what is normal. I would rather request to have installed 240 volt power receptacle that could be used to plug in your charging station. If you move you would simply unplug the charging station and take it with you. As for outdoor installation charging stations have to be hard wired in.

You can have outdoor 240 volt sockets. They just have to be in a water-tight outdoor housing. The plug from the charging station fits into the lid to the housing clips or locks onto the housing.
 
I put a RV NEMA 14-50 outlet at my in-laws for charging with my UMC converted to J1772. It is outdoor rated and lockable.

 
I put a 6-20 outlet at a friend's house so I have a remote charging location. I also put one at my house so that a second EV can charge when my main EVSE is in use.

Both are in plastic boxes with a hinged lid.
 
We're working with the management at our apartment complex to get a charging station installed so that we can get a Focus Electric. They seem very enthused about the idea because they see it as a great marketing tool to attract more residents. They can't wait to get their name out there on ChargePoint & other apps showing that they have EV charging available for residents.

It's been almost a year now and things are still going great. More and more of the new apartment construction around the Twin Cities advertises EV charging available for residents. There is no requirement here yet, like in California, but most new apartment construction comes with that option available for tenants.
